Cape Town is regarded as one of the four 2010 World Cup host cities with
the most prepared and competent transport teams to provide an effective
transport system for the soccer showpiece, according to a national transport
portfolio committee report.
But the report was scathing on other cities' transport preparedness to
host the 2010 World Cup.
The report said the level of planning and preparedness varied greatly
from host city to host city.
"In some of the major cities, including the City of Cape Town, City
of Johannesburg, eThekwini and Nelson Mandela Bay Municipality, there
are clearly competent transport teams in place, most planning is effectively
completed and implementation of the main 2010 projects and systems is
poised for roll-out," said the report.
It noted, however, that in each of these cities there are challenges and
frustrations that need to be addressed.
During a parliamentary briefing in November the department's director-general,
Mpumi Mpofu, said that Cape Town had put together a comprehensive transport
plan, but the problems were in the "roles and responsibilities in
implementing".
The city had decided to ditch its transport agreement with the provincial
government to establish the Public Transport Operators' Entity.
The intergovernmental entity would have seen the management of rail, bus
and minibus taxi transport under one body.
The report said Polokwane, in particular, appeared to have made very little
progress and there were serious capacity and other concerns.
